When visiting the beach, we stopped into Fisherman's Cove Conservation Area in Manasquan, NJ for a quick walk. This park was very nice, and seemed to be geared towards being a Dog Park by the locals. Later we did find that leashes are mandatory here, but many dog owners did not seem to care about that rule.
